Apparently the most cost effective way is to sign up for a Family plan. 1 person will open the family account and pay the bills (around $100+ per month). This will give you up to 5 cell phones, on a 2 year contract. It also gives unlimited SMS, unlimited carrier-to-carrier calling (eg, t-mobile to t-mobile)

Much cheaper than getting an individual contract.

P/S. Carriers available here include T-mobile, Verizon Wireless, AT&T, Cingular (now AT&T), Sprint. Most Singaporeans use T-mobile.
